What’s different about running HR in Delhi NCR
Delhi NCR is the only Indian metro where running payroll is fundamentally a multi-state problem.
A typical 200-person NCR company has its head office in Delhi, an engineering team in Noida (Uttar Pradesh), a sales team in Gurugram (Haryana), maybe a back-office in Faridabad (also Haryana) or Ghaziabad (also UP). That’s three states with three different professional tax regimes, three different Shops & Establishments Acts, three different LWF rules, and three different EPFO regional jurisdictions. Most HRMS products configured for “India” treat all of this as one entity. They’re wrong.
A few specifics:
- Delhi NCT does not levy professional tax. Employees on the Delhi side of your payroll run get nothing deducted.
- Haryana does not levy professional tax either. Gurugram and Faridabad employees get nothing deducted.
- Uttar Pradesh does levy professional tax. Noida and Ghaziabad employees do.
Many payroll products default to deducting some PT for everyone, which is wrong, or deducting nothing for everyone, which is also wrong. The right answer requires the system to know each employee’s actual work location and apply the right state’s rules.
The other NCR-specific reality is the commute. People who work in Gurugram often live in Delhi or Noida, and the company-provided cabs cross state lines twice a day. Hybrid attendance has to handle home selfie attendance from any of the three states, and the system has to mark that against the correct work-location entity.

Shops & Establishments Acts (per state)
The attendance and leave engine applies the right state’s rules per employee:
- Delhi Shops & Establishments Act 1954 for employees working in Delhi NCT
- Haryana Shops & Commercial Establishments Act 1958 for Gurugram and Faridabad
- Uttar Pradesh Dookan Aur Vanijya Adhishthan Adhiniyam 1962 for Noida and Ghaziabad
Each has slightly different working-hour limits, leave entitlements, and weekly-off rules. EasyHR maps the right one to each employee automatically.
Other NCR specifics
EPFO has separate regional offices for Delhi, Faridabad (Haryana), Gurugram (Haryana), and Noida (UP). ECR filings need to go to the right office based on the registered address of each entity. EasyHR generates per-entity ECR files in the right format.
LWF rates differ across states. Haryana has a flat ₹31 employee plus ₹62 employer half-yearly. UP doesn’t have an LWF. Delhi has separate rules for separate sectors. EasyHR configures all of this per state.

Retail and quick-commerce headquarters (Cyber City, Aerocity, Saket) with warehouses across Bhiwadi, Manesar, and Greater Noida use field-force GPS attendance, geofencing for warehouse zones, rotational shift handling, and split payroll for warehouse versus office staff.
Healthcare networks (Saket, Vasant Kunj, Patparganj, Greater Noida) need shift-based attendance for clinical staff, rotational night shift handling, and credential tracking for medical staff.
What this looks like in practice
Take a 240-employee NCR IT services company (we’ll keep them anonymous). Their head office is in Cyber City, Gurugram. They have a 60-person engineering team in Noida Sector 62, a 30-person sales team in Connaught Place, and a 50-person 24/7 support team split across Gurugram and a small Faridabad office.
Their monthly payroll runs as a single pass across four work locations and three states. PT applies to the Noida engineers (UP slab) and nobody else. EPFO ECRs generate against the Gurugram, Noida, and Faridabad regional offices. Form 16 generation is centralized.
Their commute reality is heavy. Engineers who live in Delhi or Noida and work in Gurugram show up on the right office geofence. The 24/7 support team gets shift-based attendance with overtime tracked against Haryana S&E Act caps for Gurugram staff and the equivalent UP rules for the smaller Noida component.
When someone moves from Noida to Gurugram (which happens often as people change roles), the work location flips and the PT stops. No manual ticket, no special process.

What people usually ask
Does Delhi have professional tax? No. Delhi NCT doesn’t levy PT. Haryana doesn’t either. UP does. EasyHR handles all three correctly, per employee, in one payroll run.

What if an employee moves from Noida to Gurugram mid-year? You change the work location, and EasyHR handles the transition. PT stops accruing from the move date. Year-end Form 16 reflects the partial-year deduction correctly.
How long does implementation take? Usually 7 to 14 working days for a 50- to 250-person company. The NCR team can do in-person setup at your office. We also run one parallel payroll cycle before cutover so you can compare outputs against your previous system line by line.
Can I migrate from Keka, greytHR, or Zoho People? Yes, we do migrations off all three regularly. Standard scope is employee master, year-to-date payroll history, leave balances, document attachments, org structure, and per-state statutory entity setup. Migration is included in onboarding, no separate fee. Five to ten working days end to end.
Does it handle EPFO regional differences across NCR? Yes. ECR files generate against the correct regional office (Gurugram, Faridabad, Noida, Delhi) based on the entity’s registered address. We’ve seen too many manual setups file the wrong ECR and get rejected.
